Stays of 90 consecutive days or more sit outside the short-term rules in both the City and the District, so an investment home can be rented furnished without a short-term licence, subject to strata bylaws. North Vancouver rules, in plain language

Short-term rentals (under 90 days)Two municipalities, two licences, both tied to a principal residence. +
  1. North Vancouver is two municipalities: the City of North Vancouver and the District of North Vancouver. Each issues its own business licence, and one does not cover the other.
  2. In both, a short-term rental is a stay of less than 90 consecutive days, and the provincial principal residence requirement applies.
  3. The City requires its own business licence. The principal residence must be lived in at least 183 days a year. The City allows that residence plus one authorized suite or coach house, up to two short-term rentals on the property.
  4. The District requires its own business licence, shown on all listings and ads. It allows one short-term rental per single-family property: the principal residence, or a vacant suite, lock-off, or coach house on it. One booking at a time, up to six guests, and one off-street guest parking stall.
  5. The District licence is held by the person who lives there. A manager with its own District business licence can run the rental for them.
  6. Hosts also register with the Province, and the provincial registration number goes on every listing.
  7. A tenant needs the owner’s written permission. Both municipalities need written strata approval before they license a strata unit.

Why the rules open a door for ownersFewer legal furnished homes, and the people who need them have not gone away. +

These rules have taken many homes off the short-term market. Visitors, patients and caregivers, film crews, and relocating professionals still need furnished places to stay, and there are fewer legal ones to choose from.

A principal residence can be hosted legally with the licence for the municipality it sits in. An investment home can serve stays of 90 days or more, which sit outside the short-term rules in both the City and the District. We check which municipality the address is in, and the bylaws, before anything goes live.

The City and the District each define a short-term rental as a stay of less than 90 consecutive days, and the Province’s Short-Term Rental Accommodations Act covers the same stays. A furnished stay of 90 consecutive days or more needs no short-term licence.

A stay this long can still count as a tenancy under the Residential Tenancy Act, depending on the agreement, and strata bylaws can still apply. If you rent out more than one home, the City or the District may also require a rental business licence. We check all of it first.

Speculation and vacancy taxBoth are provincial tax areas. Neither has its own empty homes tax. +

The City and the District of North Vancouver are both in the provincial speculation and vacancy tax area, so owners declare every year. Neither has its own empty homes tax like the City of Vancouver’s. We can supply the tenancy and stay records that support a declaration; the filing stays with the owner.

Strata bylawsA strata cannot ban long-term rentals, but it can still limit short stays. +

Since 24 November 2022, a strata corporation must not screen tenants, require approval of them, or otherwise restrict the rental of a strata lot, and a bylaw that bans or caps long-term rentals is not enforceable. Strata corporations can still limit or ban short-term rentals by a three-quarter vote, and they can fine breaches of those bylaws up to $1,000 a day.

The City of North Vancouver and the District of North Vancouver each require the strata corporation’s written approval before they license a short-term rental in a strata. We read the bylaws before a listing goes up, so the length we recommend is one your building allows.

Do City of North Vancouver and District of North Vancouver short-term rules differ? +
Yes. They are two municipalities, and a licence from one does not cover the other. Both require the host’s principal residence, their own business licence, and provincial registration, and both treat a short-term rental as a stay of less than 90 consecutive days. The City allows the principal residence plus one suite or coach house, up to two short-term rentals on the property. The District allows one short-term rental per single-family property, and a manager with a District licence can run it. Both require written strata approval for a strata unit.

What does tenant screening include in BC? +
In B.C., landlords can ask applicants for verifiable income and employment, references (preferably from a previous landlord), and photo ID, and can run a credit check with the applicant’s written consent. Artin runs these checks before recommending any tenant, and shares the results and its recommendation with the owner before any lease is signed.
